The Makariv Village Council's "Vyshenka" kindergarten was rebuilt at the expense of the community
In February-March 2022, the community was occupied by Russia. According to the head of the Makariv Village Council, Vadym Tokar, as of April 2022, the settlement was destroyed by about 40%, more than 130 civilians of the community were shot by the Russians.
The premises of the Pashkiv preschool educational institution (nursery-kindergarten) "Vyshenka" were also destroyed during the fighting.
The repair has already been fully completed, the kindergarten was rebuilt at the expense of the local budget, the cost was almost one and a half million hryvnias. The kindergarten underwent roof repairs, gutters, paving of the area around the institution, and other work.
The premises were renovated only at the expense of the local budget, so no duplication of project funding was recorded.
According to the Department of Youth Education, Physical Culture and Sports of the Makariv Village Council in response to our information request, the selection and approval process of the project was not carried out through a competitive procedure. There was also no public opinion poll. The lists of facilities that needed renovation were formed based on submissions from local government bodies. Priority was given due to the need for children of the Pashkivskyi Starostat to have access to education.
However, it should be noted that later, as part of the renovation, proposals were collected from the public. More than 300 respondents from different settlements of the community took part. Therefore, the facility that was subject to monitoring was included in the Comprehensive Territorial Reconstruction Program.
The population was informed about the implementation of the project using online resources. All purchases were made public through the PROZORRO portal.
We will provide details on whether the building meets the requirements for barrier-free access and energy efficiency later.
