The war unleashed by the Russian Federation against Ukraine has exhausted the Makariv community in the Kyiv region perhaps the most. From the end of February to the end of March 2022, 77 villages of this community were affected by occupation or hostilities.
The Kropyvnytskyi Territorial Development Agency joined the “Control of Recovery Costs” project in 2024 and, thanks to the IER grant, monitored the reconstruction of 23 social infrastructure facilities in the Makariv region. In particular, the list included the kindergarten “Prolisok”, the dormitory of the Makariv Medical College, the FAP in the village of Sytnyaki, the Makariv court, the Komariv gymnasium, the Makariv women's consultation, etc. (the inspected facilities can be viewed on the Big Recovery Portal at the link: https://brp.org.ua/ngo/23).
Among other things, the Agency checked the following aspects of the reconstruction:

•  whether the contractors complied with building codes when restoring the facilities;
• whether the standards of accessibility and energy efficiency were observed;
•  whether the local and state budget funds were spent transparently, etc.
  The conclusion of the ART experts was generally positive:
• the repairs were carried out qualitatively and within the stipulated time deadlines;
• In the vast majority of cases, reconstruction projects were fully funded;
•  No risks of duplication of funding were identified, and their cost did not increase during the implementation of the projects.
  However, the reconstruction monitoring also found problems:
  ❗️ Projects were usually not selected through a competitive procedure;
  ❗️ Only 20% of the inspected facilities met the requirements for accessibility and energy efficiency, in other cases the relevant standards were not met due to lack of funding.
  We at IER are proud of the public organizations that have joined the reconstruction monitoring. After all, public control is the key to the high-quality reconstruction of our country.
