Almost 1.5 million UAH from the budget: how the House of Culture in Shevchenkove was renovated
From March 7 to April 1, 2022, hostilities continued on the territory of the Velykydymer community in the Kyiv region. The enemy occupied 18 of the 23 settlements of the community. As a result of active hostilities, the infrastructure and housing stock suffered significant destruction. Over the three weeks of occupation, more than a hundred local residents died, 2,450 private houses and infrastructure facilities were destroyed, schools, kindergartens and other social institutions were damaged.
The premises of the Shevchenkovo village House of Culture were also destroyed.
The start date of the restoration of the facility is November 22, 2023, and completion is December 31, 2024. The restoration was carried out at the expense of the local budget, its cost was almost 1.5 million UAH. The main goal - to return community residents access to cultural infrastructure institutions. No duplication of funding was recorded, since the funds were directed only from the local budget.
The public was not involved in the development of the restoration project. However, later the community initiated the development of the Program for the Comprehensive Restoration of the Territory of the Velykydymyr Community. The working group was joined by representatives of the public, the co-founder of the charitable foundation "Guardians of Dreams", the head of the community's youth council, and a representative of the clergy.
The process of approving the project was not open. The priority of objects for restoration was formed by local self-government bodies. No public opinion assessment was conducted. At the same time, the public was informed about the implementation of the project on the Internet, in particular on the Prozorro platform.
