1.5 million for the restoration of Bobrytska Gymnasium: how the community implemented the project
From March 7 to April 1, 2022, the Armed Forces of Ukraine fought against the Russian occupiers in the territory of the Velykydymyr community. During March 8-15, they captured 18 out of 23 settlements. Active hostilities caused large-scale destruction. Russian troops damaged or destroyed most of the production enterprises and commercial establishments, destroyed schools, kindergartens, and residential buildings. During the three weeks of occupation, 2,450 private houses and infrastructure facilities were destroyed.
One of the damaged facilities — Bobrytska Gymnasium of the Velykydymer Village Council, a municipal educational institution located in the Brovary district of the Kyiv region.
The institution was severely damaged during active hostilities in March 2022. The restoration began on September 7, 2023, and was completed on December 31 of the same year. Sources of funding are state and local budget funds, as well as donor assistance. There are no risks of duplication of funding. The total cost of the restoration was UAH 1,510,435. In particular, the windows and roof were restored with charitable funds, and the repair of the catering unit and project documentation were financed from the local budget.
Despite the transparency of the project coverage on the website and Facebook page of the village council, the approval of the restoration project was not accompanied by a competitive procedure or public discussions. The list of objects was determined based on submissions from local self-government bodies. in particular, based on the acts of inspection of damaged property. The priority of the facility was explained by the need to ensure the quality of administrative services to the population.
Residents did not participate in the public discussion of the priorities for the restoration and reconstruction of the community. At the same time, on November 5, 2024, the Velikodymersk settlement community began collecting information for the preparation of the Comprehensive Restoration Program for the territory. The working group included representatives of the public: the co-founder of the charitable foundation "Guardians of Dreams", the head of the youth council of the Velikodymersk TG and a representative of the clergy.
